The State Corporation Advisory Committee (SCAC) has colluded with the KEMSA Chief Executive Officer Dr Jonah Manjari Mwangi to secretly reintroduced the contraversial contractual clause that seeks to put Directors (SC 2) and Managers (SC 3) on five year renewable once contracts.
In an about turn to their earlier stand point, SCAC move surprised the senior management who had two weeks ago attended a retreat, where the Committee had announced that they have standardized contracting to only apply in recruitment of CEO’S and top Directors.
During the meeting at Naivasha Resort, SCAC reviewed the proposed KEMSA Human Resource Policy together with the top management and advised KEMSA to drop SC 3 contracting, stating that they had harmonized enforcement of the contracts across all state departments and parastatal to only apply to CEO’S and Directors and hence KEMSA must comply.
” Remove the clause on SC 3 contracting, we have standardized this to CEO and Directors (SC 2), this will be applied across all government institutions,”a senior officer at SCAC announced to management at the Naivasha meeting.
However, barely two weeks later, SCAC has turned around and okayed KEMSA to contract SC 3 staff going against their earlier standardization position.
The move has sent shock waves to the helples staff and is a slap in the face of the founders of this Committee, who created it to operate independently and without undue influences.
It is however alledged that the smooth talking KEMSA CEO Dr Jonah Mwangi, has befriend SCAC CEO Jane Mugambi, and promised ripe returns, if she facilities him to rid the Authority of the top management, so that he is able to employ his own people.
SCAC has unknowingly waltzed into a highly charged environment piting management wrangles between KEMSA CEO and top management as the KEMSA board of directors are reduced to mere spectators.
SCAC was brought on board by KEMSA CEO to help review the staff establishment in August and a week long retreat was convened. But the meeting aborted midway when the senior management read sinister motives from the SCAC team, who seemed to have been unleashed by KEMSA CEO and his ‘friendly’ conniving Administration Manager, Agnetta Mufutu to play devil’s advocate.
Dr Mwangi’s intended to use SCAC to justify his over employment blunders by changing the policy to suit his purpose.
Manjari had found the Universal Health Coverage loophole to hire more staff as a pay back to those who helped him land the plum job as CEO, KEMSA but messed up when he ignored the set staff establishment provisions.
His hired staff mostly masons, plumbers, cleaners, gardeners, drivers, PA’s and other lower cadres had no direct impact or value to UHC.
In his grand clean up plan, SCAC would be the vehicle to validate the hundreds of staff he has over employed against the Auditor General’s Report of a bloated workforce and a huge wage bill.
Since his arrival in July ,2018, Dr Jonah Manjari Mwangi has focused his efforts not on Universal Health Coverage but on ways to eliminate the top management and replace them with his dream team to facilitate his get rich quick plans.
In his usual ‘accomplished’ leadership acumen, KEMSA CEO Dr Jonah Manjari Mwangi did not dissapoint his audience in Naivasha, when he took to the front and issued threats to his management and junior teams before bragging of his intention to eliminate internal deviancy.
SCAC willingness to play ball with the CEO KEMSA is a testimony that some Government committees operate on power and politics that be and not for public good.
The KEMSA servants watched speechless the dramatic spectacle unfolding before their very own eyes as their master Dr Manjari declared war on academic dwarfs holding management positions at the Authority, warning of forthcoming demotions.
And like he has done before, he gloated that he had neutralized nuisance bloggers and journalists in big media houses and they were now under his total control.
The genesis of Dr Mwangi’s problems is that it is a do or die for the former Nakuru and Kiambu CEC who swallowed more than he can chew by unprocedurally hiring employees and now he has to quickly put his house in order before KENAO who are currently undertaking audit finalise their report.
To cover up, a seemingly know it all man, Manjari invented a clever ploy to clean the process by reviewing the staff establishment and business structure without raising eyebrows.
His plan was smart, base the changes on an old letter dated 2017, where State Corporation Advisory Committee (SCAC) had then asked KEMSA to review it’s human resource policy to reflect the prevailing situation. This way he would not appear to be the one instigating the changes rather he was following procedures.
Unknowingly, SCAC waddled into a muddy purdle, having been lured by a seemingly harmless, ever plesant but a dangerously calculative and manipulative Dr Mwangi into the KEMSA mess. SCAC would be the magic bullet to aid him tie the loose ends and escape oncoming trouble from the Auditor General’s office.
Mwangi’s plan might have sailed through, had he not allowed himself to be misguided by the newly recruited clueless, amateur Administration Manager, Ms Agnetta Mufutu.
Madam Mufutu who is famed for being vengeful, took advantage of her charm to misadvise Dr Manjari to invite junior staff to rubber stamp the agenda. Unfortunately, SCAC declined to continue with the exercise unless the technical team were invited.
Under the guidance of the conniving Agnetta Mufutu, Manjari hushed his management team and staff reducing them to spectators in a field they have toiled to bring the organization to it’s current status of business success.
But in the CEO’s raging quest for power and money, he was too concerned on recruiting his own staff by hook or crook to secure his selfish business interest.
His elaborate plan as laid out by his main Advisor but not too bright Agnetta Mufutu, with a proposal to create more Directorates and irrevant positions, units and departments inorder to trim the powers of existing ones, create jobs for his people and at the same time create a convincing statement for KENAO.
The plot thickened when through his spokesperson and Nakuru friend, Dr Mwaura, a warehouse pharmacist whom he recently recruited, disclosed that they wanted to create a technical department to be managed by medics and pharmacists, since according to the CEO, the current staff composition are mediocre.
The battle took a different turn when plans to demote directorates and departments were also introduced.
Mwangi’s plan would have been perfectly executed, if it was done in a humane way. Even then it would be interesting to understand his perspective on source of funding. The Kenyan Government is calling for a cut back in all areas including wage bill. In any case donor funding has declined, counties owe KEMSA billions of dollars shillings and Kenya’s external debts are surging, it is therefore a miscalculation for the self proclaimed, brilliant, medical student and a Chief Accounting Officer for that matter to even remotely consider expanding the wage bill instead of adopting more cost effective strategies.
But Manjari is blinded by ego, vegeance, hunger for fame, money and power has completely disillusioned him from the plight of KEMSA employees and their families whose livelihoods maybe affected.
