Belio Kipsang, made a comeback to the Ministry of Education a year after he was transferred over a row with former Cabinet Secretary, George Magoha.
Education insiders claimed that the wrangle between the two commenced after the Public Service Commission (PSC) stripped Magoha of his human resource management powers.
Kipsang took over the duties after Magoha humiliated Uasin Gishu Education Director, Gitonga Mbaka, sparking a nationwide uproar.
The frigid relationship between the two sawa Kipsang transferred to the Ministry of East African Community (EAC) to serve as the PS in charge of Regional and Northern Corridor Development in the State Department of Regional Development.
However, a section of education stakeholders called for the sacking of the CS or a public apology.
Kipsang served as the Education PS since 2013 under former Education CSs Jacob Kaimenyi, Fred Matiang’i, Amina Mohammed and Magoha.
Among his achievements in the ministry are establishing the National Education Management Information System (NEMIS), a gradual increase of capitation for learners in primary and secondary schools and waiving examination fees.
He is also credited with efficiently administering national examinations, timely release of results, and placement of learners.
Kipsang equally advised former President Uhuru Kenyatta during the piloting of free laptops for primary school children in public schools.
Under the current Education CS, Ezekiel Machogu, Kipsang will oversee the review and implementation of the Competency-Based Curriculum.
The PS nominee holds a PhD in Education (Educational Administration and Planning from The Catholic University of Eastern Africa, a Master of Arts degree in Economics and a Bachelor (Honours) degree in Education (Business and Economics), both from the University of Nairobi (UoN).
Meanwhile, those battling for the PS job included outgoing Education PSs Sarah Ruto and Julius Jwan and Prof.Laban Ayiro – the Vice Chancellor of Daystar University.
Dr Julius Jwan, who replaced Kipsang at the Education Ministry, previously served as the Principal Secretary for Vocational and Technical Training.
