The counties have a bone to chew with Cabinet Secretary of Treasury Ukur Yatani.

The Treasury still owes County Governments about Ksh100 billion from last year’s budget.

Speaking to Citizen TV, Governor Wycliffe Oparanya stated that the treasury owes counties four-month cash disbursement.

I have been a governor since the inception of devolution. Initially, we had delay of funds disbursement for one month. Now we go up to 4 months. The situation is so dire that I think we need a national debate

Governor Oparanya said.

The push and pull by counties and the treasury has resulted to Governors heading to court for a resolution.

We have gone to court and the court ordered that counties be given their monies. I feel Treasury CS should be in Kamiti for violating the law

Mr Oparanya added

The Kakamega county Governor insisted that devolution was voted so that counties get money.

Kenyans voted for devolution so that money can come down to the counties but now, counties are not given priority

Oparanya told Citizen TV

Governor Oparanya further told Wahiga Mwaura (Citizen TV Journalist) that leaders at the national level did not believe in devolution and have frustrated it.

He went on to insist that the President has to commit to counties or else devolution will not work.

Unless we have a clear commitment from the President himself, all our press conferences will amount to nothing

Oparanya says that if treasury is unable to keep their end of the deal now then the BBI proposal will be a real nightmare,

If we keep going the way we are going, even getting the 35% proposed in BBI for counties will be a struggle…I feel the 35% is a reality but the people tasked with resources have failed us

he said

National Dialogue

A national dialogue on disbursement of county monies has been called by Oparanya as a lasting solution for the stalemate.

We must have a national dialogue so that all of us appreciate devolution as voted for in 2010…Subsequently, come up with ways to get funds in good time…For now, counties have no money, we are on our own
