Noah Otieno (Circled) is the Chief Officer for Finance in Homabay County. He was formerly employed at the Department of Revenue then promoted in an acting capacity to the Finance Department as Chief Officer where he was later confirmed few moons ago.
Noah is an academic fraud with absolutely NO knowledge or understanding of even basic Financial Reporting.
Its alleged that he holds a FAKE Degree from Maseno University laced with FAKE CPA papers. If that is true, then it means that yesterday, Noah lied to the Senate that he is a registered member of The Institute of Certified Public Accountants of Kenya (ICPAK), a professional body for certified public accountants (CPAs) in Kenya.
He equally lied in a National Television that he hold a CPA-K, the highest award for the CPAs.
Now, how did such an incompetent unschooled fellow land such a lucrative position which by law, MUST be held by a certified CPA-K holder duly registered by ICPAK? Your guess is as good as mine, he is Isaiah Ogwe’s nephew.
Noah has been all along depending on one, Mr. Calvins, an accountant in the Department of Revenue to prepare Financial Reports for him, reports which he hardly understand.
Did you see how he was totally blank and clueless yesterday at the Senate grilling?
In the words of Senator Kajwang to Noah…”Are you sure you have a CPA-K?”.
He buffled many, he misled Govn Cyprian Awiti on the issue of Revenue decline, Revenue collectoon and everything related to Finance. If the allegations above are true, then he is a fraudster and I must take legal action against him for forgery, ICPAK MUST also take action against him.
He is Isaiah Ogwe’s looting machine, look at how frustrated he is, totally blank.
