Counties starving due to lack of controller of budget

The Council of Governors through their Chairman Wycliffe Oparanya has said that the absence of the Controller of Budget the counties broke and is now affecting service delivery.
“Regional governments are facing difficulties in requisition of public funds from the Revenue Accounts”, Oparanya said in a statement.
This has been the situation since the expiry of Agnes Odhiambo in April. The three month acting term also came to an end on Monday 25th of November.
Opranya added that this has led to inability to withdraw funds from the Revenue Accounts.
President Uhuru Kenyatta nominated Margret Nyakango on November 19 to take over from Odhiambo.
Nyakango is still waiting to be vetted by the Finance and National Planning before she is approved by the president.
If she succeeds, she will replace Agnes Odhiambo whose term expired in August.
County governments have not been able pay November salaries, procured supplies and and pending bills.
The council is now asking the National Government to fill up the position to disburse pending allocations, some of which are long overdue.
