Senate’s House chair has failed to make communication on changes of the leadership of Azimio-One coalition.
This has inturned,yesterday, caused drama confusion and tension.
Senate Minority threatened to institute a vote of no confidence against Speaker Amason Kingi, who is away on official duty in Cyprus.
Azimio Senators say the Speaker has been globe-trotting at the expense of House business.
For more than one and a half hours, the Senators engaged in a shouting match, demanding to know why the Speaker has not made communication on changes.
At the center of the controversy was Isiolo Senator Fatuma Dullo (Jubilee) — replaced with Ledama ole Kina (Narok) as Minority Whip.
Trouble started after Senate Minority Leader Stewart Madzayo (Kilifi, pictured) asked why the Speaker had not acted on a letter by Azimio communicating the changes.
“We were here when I made a presentation about the changes. We had hoped that this communication would have been made. What happened? We do not have Azimio leaders in the House,” said Mazdayo.
The sentiments were echoed by Ole Kina, citing Standing Orders 23 (6) on matters dealing with leadership of the Minority side.
“We are concerned because the substantive Speaker is exhibiting the character of a prefect. This is a House of reason. We are concerned we have no leadership at the moment,” said ole Kina, adding that the chair has resorted to gagging Azimio leaders.
Moses Kajwang’ (Homa Bay) said the House does not expect a ruling but a communication. “The Speaker is the umpire of the House. You cannot put on the uniform of one side and you cannot purport to decide for some side how they should conduct themselves. This House is the last frontier for free speech. We must ensure there is fidelity to the Constitution and Standing Orders,” he said.
He went on: “I want to urge you not to be dragged into coalition intrigues … allow the minority to be led by those they want and the majority by those that they want.”
But Samson Cheragei (Nandi) defended the Deputy Speaker, saying he cannot act as a conveyor belt.
The Deputy Speaker insisted he has not received any communication from Kingi, hence his hands were tied. He continued with other business of the House, amid boos and chants
