The vice-chairman of the Jubilee Party, David Murathe has today denied any involvement in the Kenya Medical Supplies Authority(KEMSA) tender scandal.
Appearing before the Public Investments Committee to answer to questions of his involvement, he said that he was never involved in the business dealings of Kilig and Entec.
“I am not and never been involved in the business of kilig or Entec, I had no way of influencing KEMSA to pay,” he said.
“I was only requested to be a signatory to Kilig Limited’s bank account so that Entec Technology Limited, the PPE kit’s supplier, would be compensated once KEMSA completed the procurement process.”
Murathe stated that he only guaranteed the supply of 50,000 PPE kits provided by Entec to Kilig for supply to KEMSA.
“The use of the word guarantee was not contractual, it was simply a word of comfort that yes, I do know these people,” Murathe said.
Last week, Murathe admitted he was a bank guarantor for a firm implicated in the Sh7.8 billion Kemsa scandal.
He denied being a director, shareholder or beneficial owner of Kilig in the affidavit.
Kilig was awarded a Sh4 billion tender to supply 450,000 personal protective equipment to Kemsa.
The firm was awarded the lucrative contract two months after registration. It was not pre-qualified to tender by the Kenya Medical Supplies Agency.
Murathe also drew Deputy President William Ruto into the controversy, claiming that Kilig Limited is owned by people connected to the Deputy President and a Chinese national.
“I am not the director of Killig, I did not receive a contract from KEMSA, and I did not supply KEMSA. Killig is a company owned by people connected to the DP; they approach people who can finance the company through the lawyer and transfer ownership to the new owners,” he said.
He also added that the matter has made him a target for relatives seeking handouts.
“I have never supplied even a mask, or anything to do with KEMSA. My relatives think I am a Covid millionaire, everybody with a small problem is calling me to give them money. I have been put in trouble,” he said.
