The Directorate of Criminal Investigations (DCI) has files relating to some of the most corrupt public officials of our time.
The Kenya Rural Roads Authority (KeRRA) and Kenya Urban Roads Authority (KURA) advertised for substantive Director-General (DG) positions intending to replace the acting DGs.
KURA is led by one corrupt and incompetent Engineer Silas Kinoti and the irrelevant KeRRA is led by Luke Kipchumba Kimeli.
Eng Silas Kinoti has been the acting DG at Kura for the last four years, while Mr Luke Kipchumba Kimeli has been the acting director-general at Kerra for the last two years.
The list of applicants for the position of DG in the two parastatals looks like a scene from the Godfather movie series. They are tainted to say the least. Kenyanbulletin.com will cover a few of them here.
For example, James Gatitu who is eyeing for the DG position is under the radar of DCI and is being sought for numerous contracts while in charge of fuel levy and awarding. Gatitu’s crimes are conflict of interest, receiving bribes and he is being investigated by DCI for giving false information in his wealth declaration form to the government agencies probing lifestyle. He is said to have accumulated wealth from unscrupulous contractors and suppliers.
Engineer Ariga is also being sought for giving false information in his wealth declaration form. He has worked for over 10 years as a director for urban development at the roads body.
Gatitu’s Deputy Engineer Kandie, the man in charge of the Fuel Levy funded Performance Based Contract (PBC) is also eyeing the position of DG, his criminal record is the same as the others, in addition, he has a hoard off mismanagement and abuse of office crimes.

Due to the high level of corruption and quick buck to be made by the potential DG pick, intel within interior ministry intimated that engineers who are currently working at KeNHA and have applied for the Director-General posts at Kura and KeRRA will have to be vetted by National Intelligence Service (NIS).
The report will then be sadly, handed to Infrastructure cabinet secretary James Macharia for action.
The other candidate eyeing the DG post is Engineer Omuomo who was accused of plundering of road reserve assets by residents of Machakos County.
It is said that Luke Kimeli and Silas Kinoti have also applied for the position of DG at KeRRA and KURA respectively.
The applications for the positions were received on May 5 for Kerra and May 11 for Kura.
