Intriguing details are now coming to light alongside yesterday’s impeachment of Wajir governor, Mohammed Abdi.
After the 2017 polls, Kenya had only three female governors, and with Laboso’s death, they remained two-or so goes the official version. On the ground, things aren’t as clear cut and simple as that.
According to a detailed blow-by-blow account from Wajir MCAs, the wife of Mohammed Abdi who was impeached yesterday, was the real leader of the county.
This even led Elnur-Tulatula MCA Abdullahi Isaack, who sponsored the impeachment motion against the governor to famously cry, “It is an open secret in Wajir county and far beyond that Mrs Kheira Omar is the supreme leader and it’s always her way or the highway,”
So pronounced was her power that a 2017 incident is narrated of how a seemingly powerless governor Abdi instructed a group of contractors to first get it touch with her and clear any financial requirements that may be necessary before anything could proceed.
“Sometime in mid-October 2017, the governor instructed contractors engaged by the county for various works to get in touch with his wife, Mrs Kheira Omar, for purposes of making cash payments to her,” Diff MCA Shueb Bare Ahmed said in an affidavit.
It is alleged that the practice of first clearing with the County’s first Lady became such standard operational procedure that payments would be routinely paid to Mrs. Kheira’s pseudo-official account.
The MCA added that various companies were seeking to be awarded tenders from the county government of Wajir but they would first make cash deposits into the governor’s wife’s account to secure the tenders.
“These companies are also associated to her and the governor through family relations and close business associates,” the document reads.
“The operations were that these contractors would be paid money by the county government of Wajir; once they received the funds, a portion of the said funds would be required to be paid to Mrs Kheira,” Diff MCA Shueb Bare Ahmed said in the affidavit.
