Anne Waiguru, former Devolution Cabinet Secretary under whose tenure money was stolen from the National Youth Service exploiting weaknesses on the IFMIS which she was in charge of when she worked at the National Treasury.

The National Youth Service (NYS) has been in the media for all the wrong reasons for far too long, however, this was not the case before Jubilee came to power in April 2013.

Anne Waiguru who was then powerful devolution cabinet secretary (CS) was involved in siphoning over 790 million shillings from the agency using various means, one of those hairdresser Josephine Kabura who carried the loot concealed in gunny bags.

It later turned out to be just a tip of the iceberg as more money was lost in a similar fashion a few many months later.

Though the scandal led to the resigning of Anne Waiguru, there are other things that the public are not so familiar with.

A resident of Yatta who wrote to Kenyanbulletin.com says Anne Waiguru and former Vice President Kalonzo Musyoka grabbed land belonging to NYS in the area.

“With time you need to expose Kalonzo and Waiguru they have grabbed land pale NYS yatta they actually neighbours and they are notorious of closing the ‘Mtaro’ ya maji I don’t know if you have ever used Thika-Garrissa road past Kithimani kunakuaga na mtaro ya maji”, he wrote

The land grab has caused havoc and pain to the residents

“Now they are becoming notorious of closing that mtaro by diverting the water to their shambas making people downstream. Lower Matuu suffer. Especially during dry seasons they are notorious of closing that water mtaro”, he added

Former VP Kalonzo Musyoka is also being accused of being a lord over some prisoners in a nearby prison. It is said that he uses them to provide cheap labour to his farms.

“Kalonzo even built a prison at NYS Kithimani to benefit from free labour in terms of reforms when he was the VP and Minister of home affairs”, he concludes.
