Even before, the detectives unmask people behind the SH37 million supplies scandal at the Mutahi Kagwe-led ministry, the Ministry of Health Principal Secretary Susan Mochache is the face of a new scandal involving the National Aids Control Council (NACC).
Sources speaking to KenyanBulletin.com intimate that the PS has fraudulently hired a Chief Executive Officer (CEO) for the govt agency whose mandate is to coordinate stakeholders in the multisectoral response to HIV and AIDS in Kenya.
“Intel suggests that The PS Health Susan Mochache, NACC Chair Angelline Siparo and NACC CEO Nduku Kilonzo (who should have left last year in December) colluded and fraudulently hired a CEO to replace Nduku. The process was doctored to ensure their candidate of choice one Ruth Masha Laibon, at the expense of other qualified Kenyans. There is a need to save this institution from these cabal of women and their cartels who want to ruin it for their own good, disrupt their plan of minting of over 30 million program funds. This issue is already with EACC, we trust that they will uncover the rot in NACC courtesy of this Nduku Kilonzo”, said the source.
Crime scene
The Health ministry which is currently engaged or so, in fighting the novel coronavirus has already, acording to Kenyans, mismanaged over sh1.3 billion that was given to it by the World Bank for emergency response, including procurement of Personal Protective Equipment (PPEs), medicines and setting up of isolation facilities.
The ministry came under fire last month for using Sh4 million for tea and snacks and a further sh1 million for airtime.
Although the approved budget was Sh976.8 million, the Ministry of Health spent Sh1.3 billion since the outbreak in mid-March, a government document shows.
PS Susan Mochache is now in the eye of the storm.
