The Directorate of Criminal Investigations Boss Mr George Kinoti entered service as the boss of the once dreaded police force investigations unit, there were chears because for once there’d be a break from the criminal past.
A unit that had been run like a private militia was now getting a new face, a new boss who was celebrated as a reformist. And sure to it, Kinoti went to Kayole, the estate in Eastlands of Nairobi City where extra-judicial Killings by a mysterious police force going by the name Hessy wa Kayole/Hessy wa Dandora, and condemned the acts.
Speaking at community dialogue organised by the Police Reforms Working Group, the Justice Center Working Group and DPP’s office in Kayole, estate, Nairobi, Kinoti who was accompanied by DPP Haji said that ‘he doesn’t know who this hessys were, but he will investigate’.
The group was notorious for killing alleged criminals and posting their pictures on social media. This was March 2019.
Fast forward to March 2020, Kinoti is finding himself under the spotlight for all the wrong reasons. People expected him to be a fresh break from the senile and criminal former DCI Boss Ndegwa Muhoro under whose tenure controversial Businessman and govt critic Jacod Juma, Kabete MP George Muchai, among others were killed.
As times goes, Kinoti’s celebrity status as a crime buster of rational mind has waned, Kenyans have began asking questions in the manner crime or alleged crimes are prosecuted through the media.
Most often, DCI does a bust of alleged criminal syndicate but after a week, some of the cases are found to be witchhunts.
Yesterday a few leaders shared their sentiments about the unbecoming conduct of the police unit, even as the murder of police Sergeant Kipyegon Kenei over a fake arms deal at the Deputy President William Ruto’s office heats up.

The famous lawyer Ahmednasir Abdullahi, sharing a picture is a newspaper with the headline ‘powerful individuals Murdered Kenei-DCI’, said the following
“Kinoti has done great things and has transformed the DCI…but lately I don’t know what he has been SMOKING…from thinking that he can prosecute cases without the DPP blessing to throwing all kinds to dirt to the DP…Kinoti is not the Kinoti of 2 years ago…”.
On the matter, Political analyst Mutahi Ngunyi had this tod say,” KINOTI footage on Kenei is AN INSULT to our NATIONAL INTELLIGENCE. Footage DOES NOT support 1 hour 22 Minutes. It supports 23 MINUTES or so. Watch it. CLINICAL INCOMPETENCE from Kinoti. Bad for Uhuru. No WONDER Hajji is LOSING all his GRAFT cases! Maraga NOT the PROBLEM”
However, Makueni Senator Mutula Kilonzo Junior chose to stand with Kinoti, comparing him with the former DCI Bosses.
He said, We may not all agree with DCI Kinoti but he is definitely a man of action . His predecessors were sleeping in the job!”
Nonetheless, it is cases like the recent case of Blogger Cyprian Nyakundi where DCI detectives is said to have been commandeered by a known drug baron Nurdin Tinta Akasha to plant money on the blogger. The DCI has failed to prove anything on this case and continue daily rallying and wasting the courts time.
From the courts, a former prosecution to the case has left it to another one, as DCI grapples with finding evidence to ‘pin’ the blogger with.
In the case of Billionaire Tob Cohen’s murder the same issues have been happening. The DCI it seems cannot prove anything, the prosecution of cases through the media angers law scholars, most of which have shared their opinions as written above.
The court even went ahead to remove DCI Boss Kinoti and DPP Haji from Sarah Cohen succession case, essentially asking them to not pole their noses in family matters because they are not dependents of the deceased.
