Governor Wangamati stated before EACC that the cash was handed to county staff who later paid suppliers in cash!
Since when did the Counties start paying in hardcash?
On March 18, nine cheques of Sh776,223 each were drawn from Bungoma county’s account at Kenya Commercial Bank, according to investigations by the Ethics and Anti-Corruption Commission (EACC).
“The big withdrawals are very suspect and are in violation of public procurement law. Anything above Sh10,000 requires tendering and we don’t withdraw cash to pay suppliers. The money should be wired,” said a manager at EACC Bungoma office.
Carolyne Nabalayo, Kizito Wabwile, Noel Nalyaka, Kevin Namulala, Pamela Serut, Martin Nyongesa and three hospital employees were listed as the recipients.
The suppliers include a shadowy firm that supplied 600 handwashing jerrycans, which Governor Wycliffe Wangamati claimed were “donated” but could not name the alleged donors.
Minutes of the county Covid-19 committee meeting dated March 23 reveal the jerrycans were among items that had already been procured by the county’s department of special programmes.
“We have acquired the following and are being stored at Mabanga Farmers Training Centre: 600 bottles of sanitisers; 600 bottles of hand washing soap; 600 units of 20-litre taped jerrycans and 20,000 information flyers,” Ms Carolyne Buyela, the county director of special programmes, told the meeting.
In the midst of all these proxy companies that are bagging Bungoma County tenders is Wingar Ltd.
WINGAR LTD
Wingar Ltd was registered on 30th August 2016 with WINNIE WANGARI WAIRIMU as Director. They allegedly have offices in mavoko machakos county.
Wingar Ltd has won the contracts to do the following roads in Bungoma County.
- Pork butchery ___ khaemba road.
- Chebkube market ____Rivervkhalaba road
- Mija guest house road.
- Wandiaka____ juma bakari road.
- Royal hotel road.
- Mwatikho khalaba hospital road.
- Andere/katasi___justice nambuye mfunje in tongaren.
The above company walked away with over ksh 300 millions yet they used MTF machines to open those roads no Murram was ever put on those road.
Where is DCI and EACC, these has to be one of the proxy companies Governor Wangamati is using to loot the county.
Purpose of devolution was to empower the locals through contracts and ensure money is circulated within the county but Wangamati’s regime has been awarding contracts to his own proxy companies.
Bungoma County funds are being swindled and it’s being shared in Nairobi clearly denying local economy the much needed boost.
Take for instance, Wangamati’s close allies John kuloba and Noah Chiuli, listed Directors of DACHI LTD are contractors of the following roads in Kimilili.
- Kimilili market road KUSP project
- Matili Rc-Sango-Wanyela primary school road
Those are wangamatis right hand men enjoying tenders at the expense of hard working local entrepreneurs.
Applying for a county tender is a waste of time for an sane youth. Tenders are reserved for the cartels and close allies of the Governor.
