Victor Okioma: Sex And Irregular Procurement At NACADA

Little known the National Authority for Campaign Against Alcohol and Drug Abuse (NACADA) Chief Executive Officer Victor Okioma is a failure in the history of the government agency.

While the National Police Service as failed in its mandate to effect the laws that bar bards from operating in undesignated hours, NACADA has fallen into the pit that swallows all great men.

Mr. Okioma is said to be a lazy bastard who doesn’t hesitate to sell his oath of office for a mess of corruption.

The CEO is said to have tasted the forever intoxicating furits of corruption. Apart from drilling his wife, he is said to be drilling a side chick who also happens to be very lucky as to receive all the lucrative tenders from NACADA.

Love is blinding thing. Many men, great men have been brought down by the suffocating and alluring suppleness of a woman thighs.

For when a man is intoxicated, then even his family, the first woman he exchanged vows with becomes a stranger. Becomes like an obstacle to make money, steal from the poor wananchi. Bonnie and Clyde style.

NACADA’s boss is reported to have abandoned his family for the unnamed slayqueen who he romps anytime he wants including in the office.

Employees at the organization were heard complaining about the affair that has also seen the lady, the new madam, win all the mega tenders.

The man who is supoosed to help Kenyans not to get intoxicated by alcohol and destroy their lives, has instead chosen to be intoxicated by love and is slowly destroying his life.

For when a slayqueen is done with milking one, she surely will upgrade to a higher one, most probably an MP or a Governor. That is how women roll. She will leave him trying to clutch to whatever career he remains with.

NACADA

The National Authority for Campaign against Alcohol and Drug Abuse (NACADA) was established by an Act of Parliament in July 2012. The Authority’s core function is to coordinate a mulch-sectoral public education and awareness campaign against alcohol and drug abuse in Kenya. 

Its first boss and most famous son was former Naivasaha Member of Parliament then John Mututho.

Mututho as an MP had crafted changes to the Alcoholic Drinks Control Act, tough set of laws that made it hard for alcohol to be abused as it was in the past.

Kenyans christened them Mututho laws.

After his appointment to chair NACADA in November 2013, Mututho continued to champion for tougher laws in alcohol selling. It is well documented how he caused an uproar that year in December when he publicly suggested controlling private gatherings in which alcohol was served during the Christmas Season.

The announcement received sharp reaction by the Kenyan public and Mututho was criticized for attempting to infringe on Kenyans’ constitutional right to privacy.

In June 2014, Mututho was reported as spearheading attempts by NACADA to lobby for the death penalty of persons convicted of causing death by selling illicit alcoholic brews.

Mututho managed to have some strange brand of alcohol-containing banned substances expunged.

Now that CEO Victor Okioma is drunk inside a skirt, the organization might lose its power to control the abuse of alcohol and drugs altogether.

It often starts with the loss of money through irregular procurement practices.
