2 MCAs seriously injured after chaos broke out in Kisii over speaker impeachment

Members of the County Assembly (MCAs) turned rowdy after some attempted to block the speaker from conducting the session.

Police were called in to disperse the rowdy MCAs, resorting, instead, to blocking access to the county assembly chambers as the commotion was being brought under control.

This is the second time in the past two weeks that the house was forcefully adjourned due to the tussle over impeachment of Speaker David Ondimu Kombo.

In November 2020 Bogiakumu MCA Ismael Matundura tabled a motion of impeachment against Speaker Kombo forcing him to step down to allow for the debate to be conducted.

Boochi Borabu MCA Samwel Onuko was subsequently elected as the acting speaker.

MCA Matundura accused the Speaker of incompetence and poor grasp of the House standing orders which affects the conduct of sessions.

The members have also accused the Speaker of neglecting their welfare when he delayed in ensuring their insurance covers were renewed in good time.

Speaker Kombo challenged his impeachment in court, naming MCA Onuko and Kisii Assembly Clerk James Nyaoga as the first and second respondents respectively.

High Court judge Roselyn Ougo granted Kombo temporary orders to continue discharging his duties and work from the office pending the determination of the suit challenging his impeachment.

The judge also suspended the recruitment of a new speaker by the County Assembly Service Board until July 1 when the case will be determined.
