A secretary in the Ministry Of Water is pocketing kickbacks running into millions by helping unscrupulous businessmen land lucrative tenders in the ministry.
Mr. Samuel Alima is also known for connecting top officials in the procurement department with business ladies to award tenders in exchange of sex.
The corrupt ministry official backed Raila Odinga in the presidential elections hoping to be made a principal secretary but the ODM leader lost to President William Ruto.
Alima is using proxy companies operated by close friends and relatives to illegally land big tenders at the Water ministry, making him an overnight millionaire.
And being a member of the National Irrigation Authority, Alima has been abusing his influence at the State Agency to bag lucrative tenders and is now coercing his colleagues at the board to back him to become one of the directors.
He wants to be a director at NIA and chair the procurement committee or that of finance where he will be able to oversee tender awards and how payments are made.
His ring of cartels includes Sharon Abonyo, the acting chief executive of National Water Harvesting and Storage Authority which is located along Dunga Road in South B. Alima has influence over Mrs Abonyo and he uses their closeness to control how tenders awarded.
The duo is also colluding with finance manager Patrick Ataro and Joseph Ojiambo who works as the human resource manager. Alima’s firms have bagged all the big projects at the National Water, one reason he wants his mistress, Sharon, to continue serving in an acting capacity.
He lured National Water board chairman, directors and Mrs Obonyo to deploy vehicles belonging to National Water to be used in Odinga’s campaigns in Homa Bay and Kisumu counties. Vehicles of registration numbers KCD 304J, KCD 305J, KCD 306J, KCD 364G and KCH 275 M bought with taxpayer’s money, were misused in the last campaigns where they took a partisan role.
Alima also ensured that tender for the construction of Koru Dam was irregularly awarded during the electioneering period. National Water made a payment of Sh300 million in advance but the construction has not taken off.
Mrs Abonyo’s contract expired on November 27 2021 but Alima and his cartel of Luo tribesmen have seen her remain in the office to aide looting. Former National Water Authority board chairman ErIck Okeyo who wanted Abonyo out received threats from Alima who made sure Okeyo left the board but Abonyo remained.
The Authority is now on the EACC radar after a Chinese contractor, J&K Investment, claimed Sh1 billion in a project that should cost Sh213 million.
The tender was marred with malpractices with Alima and his crooks receiving hefty kickbacks from the tendering of Naku’etum Peace Dam.
EACC is also investigating five top officials in connection with the scam in investigation file No EACC/PI/ INQ/33/2020. Alima who protects corrupt CEOs in the ministry is also accused of sexual harassment of senior female managers.
He wants sexual relationships with all the female managers he is helping their cronies or proxy companies to bag tenders at the ministry or authority.
