KWALE, Kenya, May 24 – Base Titanium has today signed a Community Development Agreement (CDA) which will see the local communities in the Kwale mining areas and Likoni Sub-County receive funding for development projects tailored to their needs.
The partnership agreement between the mining company and the three Community Development Agreement Committees (CDAC’s) from Msambweni, Lunga Lunga and Likoni has been an ongoing consultative discussion in an effort to safeguard the sustainable development and growth of the local Community.
This agreement, which falls under the Mining Act 2016, marks a significant milestone in the progression of the mining sector by ensuring that local communities benefit from natural resources and increased accountability and transparency in mining related community development.
Expressing his appreciation to all the stakeholders involved in the process of bringing this agreement to life, CS for the Ministry of Petroleum and Mining, Hon, John Munyes said, “The mining sector has great potential in contributing to the growth of the economy, and we welcome investors to collaborate with us. As stated in the Mining Act 2016, licensed large scale mining companies must sign a CDA in accordance with the prescribed regulations which include carrying out socially responsible investments for the local communities, and the government applauds Base Titanium for their continuous commitment in this area.”
Key elements outlined in the agreement state that the mining company shall make a commitment to the sustainable economic and social development of the community and its environs and must strive to always promote peace and harmony between itself and the community. In addition, the community must hold its end of the bargain and be committed to discuss and consult with the mining company, issues of mutual interest.
Speaking during the launch event, General Manager, External Affairs, Base Titanium, Simon Wall said, “As a mining company deeply committed in supporting local communities, we understand that in order to achieve our long-term goals of contributing to the growth and development of the country, we must take an inclusive approach by working closely with the community. By engaging in a collaborative process to establish the CDAC’s, we can ensure that the locals benefit from mining projects.”
The respective chairpersons from the three Community Development Agreement Committee expressed their gratitude noting that the signing of this agreement with Base Titanium in contributing to the economic, social and cultural well-being of the local communities. Through the committee, they will be able to provide a platform for the locals to voice their opinions and also facilitate continuous engagements and serve as the link between the community and the mining company.
As a result of the various development projects implemented by the mining company, Vision 2030, Kenya’s national development blueprint, awarded Base Titanium flagship status for the Kwale Mineral Sands Project.
Speaking during the launch, representative from Vision 2030, David Nyamai said, “The achievements made in the extractive sector in the country have been remarkable, from the enactment of the Mining Act 2016, upgrading of the online Transaction Mining Cadaster Portal, establishment of the National Mining Corporation, Community Development Agreement Regulation’s 2017 just to name a few, these are key milestone in the achievement of Vision 2030. Mining is critical for the social and economic development of this nation because there is a lot of revenue generated in this sector. Not only do these developments raise the quality of life for the communities, but it also contributes to the prosperity of the nation.’’
Over the years, Base Titanium have been supporting communities and have also established local committees to inspire meaningful engagements between relevant stakeholders including community members and different levels of government. Through these engagements with these committees, community development priorities have been identified and are centered on the four key pillars of Community Infrastructure, Livelihood Programs, Community Health and Education.
