#Covid19Millionaire PS Mochache was involved in direct tender for COVID-19 test kits worth Sh1.5 billion

On Monday, Health PS Susan Mochache demanded an apology Public Procurement Regularity Authority (PPRA) over a statement linking her to the mess at the troubled Kenya Medical Supplies Authority (KEMSA).

Mochache who has been adversely mentioned by successive officials who have been questioned about the scandal at KEMSA, has always denied the allegations.

However, kenyanbulletin.com has learnt and can confirm that indeed PS Mochache is guilty of the ills that she has been accused of.

In a document seen by kenyanbulletin.com, Mochache is fingered to having instructed KEMSA to give a direct tender to a Chinese firm.

The instruction involves a shadowy Chinese man called “Mr William” for the supply of Sansure Extraction kits for SARS-COV-2 test kits and others.

Overall costs of the gadgets which Ms Mochache wants supplied is Sh1.5 billion.

“Urgently facilitate the NLS from the allocation of Sh1.5 billion disbursed for testing kits”, the document read in part.

Illegality

In seeking a direct issuing of tender to the company, the Health PS erred in the following regards.

First, PS orders kemsa to do direct procurement for a product not registered by PPB by 17/07/2020.

Secondly, information received form PPB shows a local agent applied in September 2020 when she realized her mistake.

Thirdly, at the time she issued her order, she overlooked that they could be sourced locally and cheaply. Because, similar test kits were available from other credible manufacturers.

Lastly, the Chinese national, a ” Mr. William”, whom she dealt with had some fake test kits impounded in Central Kenya but the PS ignored and single handedly selected his product because of the SH100 million kick back that she was to receive.

No need to apologise

The PPRA director-general Maurice Juma need not apologize because he had told the committee the right thing then.

Juma has said that the PS had ordered KEMSA CEO to procure the items from specific suppliers at specific prices and in specific quantities.

“There was a letter…by Susan N Mochache, Ministry of Health, instructing the PE to disregard all other requests made in relation to Covid-19 as they had been captured therein, including the list items to be procured, their quantities, prices and firms to be invited.”

The PS’s instruction was illegal and should form the basis for investigations by the Ethics and Anti-Corruption Commission.

Kenyans need to know their real enemies, because as lockdown and curfew were imposed, some people got very rich. As curfew and lockdown and cessation of movement were imposed, some politicians got very rich. It is just the start of the revelations and it is already clear to see that all these parastatals are surrounded by politicians who mercilessly loot and eat with their girlfriends. In other countries, rich people are those who have invented things and own industries which employ people especially the youth, but in Kenya it is the opposite. Politicians are the ones who are rich in Kenya because they easily loot from the public and go scot-free.
