EACC to block Bungoma MCA 2022 bid – Weekly Citizen

Ethics and Anti-Corruption Commission will not clear 63 current and former MCAs of Bungoma implicated in Sh3.2 million Christmas allowances in 2015. According to an insider within EACC, if the implicated MCAs fail to clear names in the scandal, they will be blacklisted and not cleared to run for next elections. Weekly Citizen has information that those who lost in 2017 to current MCAs have been laying strategies to reclaim seats while sitting ones want to be re-elected. Apart from MCAs, others who benefited are staff members some who have already gone home. Our EACC source revealed if those implicated agree to refund the funds, they will be cleared in what is termed, bargain plea. The MCAs pocketed Sh30,000 each while senior assembly staff received Sh20,000 on what was recorded as Christmas allowances. The payment was done irregularly according to the investigators.

The letter in Weekly Citizen’s possession asks those summoned to refund the cash and all interest accumulated with 14 days failure to which appropriate action will be taken. Weekly Citizen has information the accrued interest is running into thousands of shillings per individual with majority of ex-MCAs unable to pay thus facing criminal charges. One of the beneficiaries is John Musakali who lost Ndivisi ward seat in 2017 elections. He served as minority leader in the assembly. Weekly Citizen has information, Musakali is ready to refund. David Fwaro, former South Bukusu MCA also received the Christmas gift. Majority of the beneficiaries are blackmailing clerk of assembly John Masongo for being behind the move. They are questioning why Mosongo is not being investigated by EACC. “Mosongo has pocketed local EACC officials and that is why, regardless of many multimillion scandals associated with him, he is walking scot free,” said an MCA.

EACC in the letter threatens to conduct proceedings in court for recovery or protection of public property or for the freezing or confiscation of proceeds of corruption or related corruption, or the payments of compensation or other punitive or disciplinary measures as stipulated in section II of the commission Act 2011. Tension is high as EACC probes the scandal to unearth the real faces behind it and of course the motive. The question is did Mosongo use the Christmas gift as a cover-up to a mega scandal. Mosongo is one of the richest clerks of assembly in Kenya and owns real estate properties across the country mostly in Kisumu city registered in the name of proxies. He is eyeing a parliamentary seat in Gusiiland and whenever on campaign trail, he uses not less than Sh1 million per day. A shrewd operative, Mosongo in private boasts of wining and dining with top EACC officials some even based at Integrity Centre, Nairobi hence is untouchable.
