How Governor Orengo Is Swindling Millions From Siaya County Coffers

Siaya Governor James Orengo has been implicated in a fresh scandal involving theft of millions of shillings from County coffers through irregular procurement of services.

Orengo is being accused by a number of disgruntled staffers in his administration of colluding with Chief Finance Officer (CFO) Jack Odinga to swindle county coffers after it emerged that he has managed to steal more than Sh40 million in the three months he has been in power.

Documents reveal that more than sh10 million was recently withdrawn from the government accounts through fictitious imprest acquisitions using junior employees and another Ksh 7.8 million has also been disbursed to Members of County Assembly to coerce them to approve the supplementary budget.

Orengo who pretends to be a reformist and an anti-corruption crusader is using the CFO Odinga as his hatchet man to order issuance of tenders to various unscrupulous businessmen without due process.

Tenders worth billions of shillings are simply dished out to politically correct individuals with an aim of reaping from kickbacks. Orengo recently ordered that Ksh 80 million tender for supply of fertilizers and seeds be awarded to his woman in total disregard to procurement laws.

A junior officer in the procurement department has also confirmed plans to award the woman the tender saying that “even if it is a restricted tender, the law does not allow such awards to be more than Ksh 30 million.”

The corrupt governor also pushed Odinga to issue Sh.5 million to be used in campaigning for ODM candidate Polycarp Wanga who was recently beaten in the South Gem Ward by election but the money ended up in his pockets.

“Orengo has perfected the culture of ordering for the withdrawal of huge sums of money in pretext that they are spent on various official events but they never perform the intended purposes, furthermore they are illegal withdrawals using accounts of junior staff. We are worried that EACC may come for us and hence need urgent intervention to save our skin,” one junior staff in Siaya revealed.
