A new opinion poll has revealed the Cabinet secretaries Kenyans believe are making the most impact in President William Ruto’s administration.
The survey was carried out by Kenya Track Survey between August 1 and August 30, involving 7,856 respondents from all 47 counties.
It aimed to gauge public perception of Cabinet secretaries’ effectiveness based on their policies, initiatives, and leadership style.
Below is a breakdown of the top ten Cabinet secretaries ranked by their reported achievements and public approval:
1. Geoffrey Ruku
According to the survey, Geoffrey Ruku, in-charge of public service and human capital development, was ranked the top performing.
He was recognised for his efforts in streamlining recruitment processes across government agencies and improving training standards for civil servants.
The poll noted that he launched digital platforms aimed at improving efficiency in public service delivery, reducing bureaucratic delays, and enhancing transparency in recruitment.
The survey also highlighted that his focus on capacity-building programmes for government workers has improved skills within the public sector, helping to modernise Kenya’s service delivery systems.
2. Rebecca Miano
Tourism and Wildlife Cabinet secretary Rebecca Miano ranked second, earning praise for driving Kenya’s tourism revival and wildlife conservation efforts.
According to the report, Miano promoted a mix of domestic and international tourism campaigns that have attracted visitors and boosted revenue.
She also expanded anti-poaching operations, strengthening conservation of endangered species.
The research noted that her emphasis on community-based tourism has benefited local communities, creating jobs and making wildlife conservation a source of livelihood for many households.
3. William Kabogo
ICT CS William Kabogo was highlighted for his work in expanding the country’s digital infrastructure.
The research observed that Kabogo has overseen the rollout of national broadband connectivity projects, making internet services more accessible in rural areas.
He also spearheaded the development of e-government platforms to simplify public service access, while promoting Kenya’s growing tech innovation hubs.
According to the poll, these initiatives have positioned Kenya as a regional leader in digital entrepreneurship.
4. Kipchumba Murkomen
The Interior and National Administration CS Kipchumba Murkomen was recognised for reforms in Kenya’s law enforcement and administrative systems.
The survey noted that Murkomen has prioritised national security coordination, modernising policing structures and streamlining county-level administration.
His reforms have focused on faster and more efficient service delivery, particularly in government offices where public service delays have long been a concern.
In addition, Murkomen’s leadership was lauded to have introduced a stronger administrative framework across the country.
5. Deborah Barasa
Environment CS Debora Barasa earned praise in the report for her environmental conservation programmes.
According to the findings, she led large-scale afforestation and reforestation campaigns to combat the effects of climate change, while also strengthening adaptation initiatives at both county and national levels.
The poll highlighted her focus on sustainable waste management, introducing eco-friendly projects that encourage recycling and reduce environmental degradation.
Barasa’s policies, the research observed, have positioned Kenya as a stronger player in regional climate action.
