A car associated with the looter of the eCitizen was spotted driving around Nairobi.

Wachira Ngunyi Sidney, the man whose firm Goldrock Capital Limited was involved in the Sh5.6 billion shilling that disappeared from the eCitizen portal collections is still a free man nearly three years after DCI launched investigations.

eCitizen is an online platform, through which the government provides essential services such as applications for passports, driving licences, business registration, motor vehicle logbooks and title deeds.

In March 2019, the DCI launched investigations into the mysterious disappearance of Sh5.6 billion from the eCitizen pay bill account, which was being managed by a local firm allegedly contracted to collect payments from Kenyans seeking government services.

Preliminary investigations pointed at bigwigs at the National Treasury.

However, the Treasury denied authorising the private firm to collect money on behalf of the government.

The creator of the portal, Webmasters Limited also claimed that no money was lost and that, ‘any such losses saying any embezzlement of funds through the platform would have been immediately flagged by the respective government agencies and ministerial departments who employ the service in their revenue mobilisation efforts’.

eCitizen: How did Goldrock Capital Limited took the role of KRA?

“There is not a single government department that has complained of loss of revenue. We are just an enabler to the payments. The Director of Criminal Investigations for instance collects its police clearance through eCitizen, we have not seen them complain. The allegations are not only erroneous but also malicious and libelous,” James Ayugi elaborated.

The truth is out there, and as Kenyan Bulletin learnt, money was stolen in a tug of war pitting Goldrock, Websmasters and National Treasury.
