Even an enhanced Google search on Abdi Osman Jimale won’t give you any definitive results. The term “deep state” is nowadays used loosely, but if the allegations against Abdi are anything to go by, then he will fit the bill perfectly. So far, very few people have even a faint idea of how he looks like, yet, in the course of the Wajir governor’s impeachment hearings, the name Abdi Osman Jimale has gained mythical status. The name continued to hover over the case from start to finish like a portentous cloud.
He has been mentioned by almost every one that appeared before the committee, and parliament. His name appears more than the litigant himself. The entire weight of the case rests on him, yet no one has seen him. He has defied calls to appear for questioning, and ignored summons issued for him.
Even his identity itself is in doubt. While some claim that he is a nephew to the ousted Wajir governor Mohammed Abdi, some say he’s simply just a powerful and well connected power broker.
Senior Counsel Ahmednasir Abdullahi, acting on behalf of the Wajir County Assembly, was among the first people to bring up Jimale, saying that he has been a signatory and beneficiary of nearly all contracts awarded by the county government.
The special Senate committee set up to hear Mohammed Abdi’s impeachment case, and headed by Okong’o Omogeni summoned Jimale whom Abdullahi claimed owns many companies awarded tenders by the county government.
In some instances, the companies walked away with millions of shillings for ‘supply of air’ while in other cases the cost of items were inflated, the county legal team said.
“It is well known that contracts from the Wajir county government are awarded to companies belonging to persons associated with the governor and his family,” said Elnur-Tulatula MCA Abdullahi Isaack.
Abdullahi Isaack also happens to be the county assembly member that sponsored the impeachment Bill against governor Mohammed Abdi.
