Building Bridges Initiative (BBI) is proposing to strengthen the country’s National Intelligence Services to crash cartels within the public service.
BBI team wants the National Intelligence Service to establish a dedicated team of officers to profile and track the cartels.
The proposal if passed will see the NIS director-general compelled to deploy service officers to undertake a rigorous intelligence-led review to catch cartels in public service.
“NIS will undertake a rigorous intelligence-led review of the hold of cartels in public service,” the report reads.
The new strategy aims ‘make life impossible’ for cartels who are looting through lucrative government deals.
Ethics and Anti-Corruption Commission and the Asset Recovery agency are currently struggling to have cartels forfeit the fortunes to the government.
BBI proposal come amid reports that it was the NIS operatives who helped bust a multi-billion tax evasion racket at the Kenya Revenue Authority last year.
The BBI report also proposes that the NIS have unrestrained powers to vet all applicants for public jobs.
The wants wants the law changed to make it mandatory for NIS to vet all those seeking to join the public service in efforts to kick out the corrupt.
“The Bill proposes to amend the National Intelligence Service Act, 2012 to expand the definition of the words ‘vettable position’ to ensure the Service vets all applicants to public offices,’ reads the BBI report.
The revised version of the BBI report was released on Tuesday at the Kisii State Lodge.
It has been backed by President Uhuru Kenyatta and Raila Odinga who held the first public rally to drum up support for the document.
